Right again - People tracked that kinda stuff a lot more closely and as a Federal Agent, he was kept on a short leash. Something he felt was right, even if it got in his way more often then he liked. There were still ways around it, ways that Raylan had found over the years, but he didn't feel guilty about that law skirting. Sometimes the law wasn't in favor of itself.
